Narrative:

I relieved controller at lan; fnt; eck; fnt approach; mbs approach. I was told during the briefing that we took lansing approach airspace due to a radar outage. This is contrary to what our LOA states to do during outage. I coordination with the tower controller what approach he wanted the aircraft to do and cleared the aircraft for the visual approach and terminated radar. LOA states lan approach will work this airspace non-radar and aircraft will be cleared to the marker. We don't have radar coverage (frequency coverage) nor are we trained to work this airspace to the ground.
