Narrative:
Working busy traffic complicated by military pop-up and 2 F18's losing transponder. This resulted in multiple aircraft leveling off instead of climbing and descending. As I dug out of the situation; I descended an aircraft without a complete scan.

Title: ZLA CTLR EXPERIENCED OPERROR AT 15000 FT WHEN WE DSNDED A MIL ACFT WITHOUT FIRST ENSURING TFC WAS CLR.
Narrative: WORKING BUSY TFC COMPLICATED BY MIL POP-UP AND 2 F18'S LOSING XPONDER. THIS RESULTED IN MULTIPLE ACFT LEVELING OFF INSTEAD OF CLBING AND DSNDING. AS I DUG OUT OF THE SIT; I DSNDED AN ACFT WITHOUT A COMPLETE SCAN.
