Narrative:
Partial loss of power on downwind. Turned base and angling final to runway 28 at phn. Strong headwind (290-310 degrees) resulted in reaching runway with insufficient altitude/airspeed for proper flare. Landed nosewheel first; collapsing nose gear. Resulted in propeller strike. Proximity of runway may have influenced decision to reach runway; instead of choosing downwind or base landing in runway safety area.

Narrative: PARTIAL LOSS OF PWR ON DOWNWIND. TURNED BASE AND ANGLING FINAL TO RWY 28 AT PHN. STRONG HEADWIND (290-310 DEGS) RESULTED IN REACHING RWY WITH INSUFFICIENT ALT/AIRSPD FOR PROPER FLARE.
