Narrative:

I climbed aircraft X to FL450 after he cleared traffic at FL280. I noticed traffic at FL360 and asked aircraft X his rate of climb. He said 1500 FPM. I asked if he could increase to 2000 FPM or greater through FL380. He said yes and that he was increasing. I later noticed that aircraft X had not cleared the traffic and turned him 30 degrees left. I also turned the traffic at FL360 30 degrees left. I told aircraft X I needed him through FL380 in 30 seconds. He said wilco. I asked aircraft X to report leaving FL380. Separation was lost. Aircraft reported leaving FL380. Separation was re-established. Contributing factors: 1) 2 non rvsm aircraft on frequency; including the aircraft involved in the incident. 2) stacks of arrs coming from ZME landing dfw causing the need for more vectoring and attention than would normally be required. This caused more attention to be paid to sequencing. If even 5 mi in trail were put on the 2 strings of arrs; more attention would have been paid to overflts.

Title: ZFW CTLR EXPERIENCED OPERROR AT FL360 WHEN MISJUDGING THE DISTANCE REQUIRED TO CLB AN LR45 ABOVE TFC AT FL360.

Narrative: I CLBED ACFT X TO FL450 AFTER HE CLRED TFC AT FL280. I NOTICED TFC AT FL360 AND ASKED ACFT X HIS RATE OF CLB. HE SAID 1500 FPM. I ASKED IF HE COULD INCREASE TO 2000 FPM OR GREATER THROUGH FL380. HE SAID YES AND THAT HE WAS INCREASING. I LATER NOTICED THAT ACFT X HAD NOT CLRED THE TFC AND TURNED HIM 30 DEGS L. I ALSO TURNED THE TFC AT FL360 30 DEGS L. I TOLD ACFT X I NEEDED HIM THROUGH FL380 IN 30 SECONDS. HE SAID WILCO. I ASKED ACFT X TO RPT LEAVING FL380. SEPARATION WAS LOST. ACFT RPTED LEAVING FL380. SEPARATION WAS RE-ESTABLISHED. CONTRIBUTING FACTORS: 1) 2 NON RVSM ACFT ON FREQ; INCLUDING THE ACFT INVOLVED IN THE INCIDENT. 2) STACKS OF ARRS COMING FROM ZME LNDG DFW CAUSING THE NEED FOR MORE VECTORING AND ATTN THAN WOULD NORMALLY BE REQUIRED. THIS CAUSED MORE ATTN TO BE PAID TO SEQUENCING. IF EVEN 5 MI IN TRAIL WERE PUT ON THE 2 STRINGS OF ARRS; MORE ATTN WOULD HAVE BEEN PAID TO OVERFLTS.
