Narrative:
I was working radar position at gea sector with a d-side. Traffic was moderate; WX was not a factor. I had 2 other aircraft on vectors for traffic and was spacing mdw aircraft. Air carrier X; an mdw arrival; was at FL380 needing to be at FL320. His traffic was an HS25; sebound at FL370; and another aircraft was direct iow; south of air carrier X at FL360. I gave air carrier X a discretionary descent clearance and an expect crossing clearance. After that; a few aircraft checked on. As I was answering them on the other side of the sector; the HS25 reported getting an RA and that he saw the traffic pass off his left side. Air carrier X then also reported getting an RA. By the time I became aware of situation; aircraft were clear of each other; so no evasive action was required. I classified this error as an oversight. Error occurred during the shift change; so there was much movement in the control room and noise. I am also I the process of dealing with the death of a family member; bringing a bit of stress into our household.

Title: ZOB CTLR EXPERIENCED OPERROR AT FL370; FAILING TO REALIZE THE DISCRETIONARY DSCNT CLRNC ISSUED WAS NOT WORKING.
Narrative: I WAS WORKING RADAR POS AT GEA SECTOR WITH A D-SIDE. TFC WAS MODERATE; WX WAS NOT A FACTOR. I HAD 2 OTHER ACFT ON VECTORS FOR TFC AND WAS SPACING MDW ACFT. ACR X; AN MDW ARR; WAS AT FL380 NEEDING TO BE AT FL320. HIS TFC WAS AN HS25; SEBOUND AT FL370; AND ANOTHER ACFT WAS DIRECT IOW; S OF ACR X AT FL360. I GAVE ACR X A DISCRETIONARY DSCNT CLRNC AND AN EXPECT XING CLRNC. AFTER THAT; A FEW ACFT CHKED ON. AS I WAS ANSWERING THEM ON THE OTHER SIDE OF THE SECTOR; THE HS25 RPTED GETTING AN RA AND THAT HE SAW THE TFC PASS OFF HIS L SIDE. ACR X THEN ALSO RPTED GETTING AN RA. BY THE TIME I BECAME AWARE OF SITUATION; ACFT WERE CLR OF EACH OTHER; SO NO EVASIVE ACTION WAS REQUIRED. I CLASSIFIED THIS ERROR AS AN OVERSIGHT. ERROR OCCURRED DURING THE SHIFT CHANGE; SO THERE WAS MUCH MOVEMENT IN THE CTL ROOM AND NOISE. I AM ALSO I THE PROCESS OF DEALING WITH THE DEATH OF A FAMILY MEMBER; BRINGING A BIT OF STRESS INTO OUR HOUSEHOLD.
