ATC Human Performance
I was working local control position. The morning bird sweeps were being conducted. The port authority/authorized vehicle reported clear of runway 13R. An A320 was on short final runway 4R. The pilot advised me he was going around. I inquired why he was missed approach and he informed me of a vehicle on the runway. I asked the vehicle if he was on the runway. Driver answered yes. The vehicle entered the runway while the A320 was on short final without authority/authorized. Amass was in limited mode. The pilot stated to me the vehicle went on the runway while he was on short final. I believe the vehicle did not look before going onto the runway without authority/authorized.

Narrative: I WAS WORKING LCL CTL POS. THE MORNING BIRD SWEEPS WERE BEING CONDUCTED. THE PORT AUTH VEHICLE RPTED CLR OF RWY 13R. AN A320 WAS ON SHORT FINAL RWY 4R. I BELIEVE THE VEHICLE DID NOT LOOK BEFORE GOING ONTO THE RWY WITHOUT AUTH.
