Narrative:

I was working local control position. The morning bird sweeps were being conducted. The port authority/authorized vehicle reported clear of runway 13R. An A320 was on short final runway 4R. The pilot advised me he was going around. I inquired why he was missed approach and he informed me of a vehicle on the runway. I asked the vehicle if he was on the runway. Driver answered yes. The vehicle entered the runway while the A320 was on short final without authority/authorized. Amass was in limited mode. The pilot stated to me the vehicle went on the runway while he was on short final. I believe the vehicle did not look before going onto the runway without authority/authorized.

THE VEHICLE ENTERED THE RWY WHILE THE A320 WAS ON SHORT FINAL WITHOUT AUTH. AMASS WAS IN LIMITED MODE. THE PLT STATED TO ME THE VEHICLE WENT ON THE RWY WHILE HE WAS ON SHORT FINAL. I BELIEVE THE VEHICLE DID NOT LOOK BEFORE GOING ONTO THE RWY WITHOUT AUTH.
