Narrative:

Buf ramp wanted me to taxi in to gate X and pass over the wing of a parked crj. I set the brakes and flashed the taxi light to notify ramp that I wanted them to hook up to clarify instructions. I did this on 3 occasions. Each time ramp was more insistent that I taxi forward. The ramp worker went to operations and asked on the radio why I wouldn't taxi in. I told him I would not pass the wing on my plane over another plane and that ramp would have to move the crj. I asked him if he knew this was not safe and against procedures. He said he knew this was not safe; but they were short manpower. Eventually ramp did move the plane. Station manager was notified of the problem.

Title: A B737-300 PLT AT BUF REFUSED TO TAXI HIS ACFT'S WING OVER A PARKED CRJ AT AN ADJACENT GATE.

Narrative: BUF RAMP WANTED ME TO TAXI IN TO GATE X AND PASS OVER THE WING OF A PARKED CRJ. I ASKED HIM IF HE KNEW THIS WAS NOT SAFE AND AGAINST PROCS. HE SAID HE KNEW THIS WAS NOT SAFE; BUT THEY WERE SHORT MANPOWER. EVENTUALLY RAMP DID MOVE THE PLANE. STATION MANAGER WAS NOTIFIED OF THE PROB.
