Narrative:
I was doing the walkaround for the flight and noticed the fueler was fueling the aircraft without a ground wire between the truck and the aircraft. I asked the fueler if the procedures had been changed and he informed me the clip on the ground wire was broken on his truck. Therefore; he was not using the wire. Equipment failure and personnel failure. Callback conversation with reporter revleaed the following information: reporter stated that the fueler was really lackadaisical about the fueling procedure shortcoming after the notification of insufficient grounding. Reporter stated he believes his air carrier has a training problem because the operator did not realize the consequences of his action.

CALLBACK CONVERSATION WITH RPTR REVLEAED THE FOLLOWING INFO: RPTR STATED THAT THE FUELER WAS REALLY LACKADAISICAL ABOUT THE FUELING PROC SHORTCOMING AFTER THE NOTIFICATION OF INSUFFICIENT GROUNDING. RPTR STATED HE BELIEVES HIS ACR HAS A TRAINING PROB BECAUSE THE OPERATOR DID NOT REALIZE THE CONSEQUENCES OF HIS ACTION.
