Narrative:
At 17000 ft was turned 25 degrees left for lateral separation from a descending aircraft Y. Additional turns were issued to prevent an error. It was questionable whether aircraft X took the full turn.

Title: ZOB CTLR EXPERIENCED OPERROR AT 17000 FT WHEN CORRECTIVE TURNS WERE INSUFFICIENT TO MAINTAIN SEPARATION.
Narrative: AT 17000 FT WAS TURNED 25 DEGS L FOR LATERAL SEPARATION FROM A DSNDING ACFT Y. ADDITIONAL TURNS WERE ISSUED TO PREVENT AN ERROR. IT WAS QUESTIONABLE WHETHER ACFT X TOOK THE FULL TURN.
