Narrative:

I was flying on an IFR flight plan from bangor; maine; to owd in VFR conditions. I was cleared to land on runway 17. I landed and rolled out just past an exit and waited and waited for taxi instructions to exit the runway. The instructions never came after much delay. I then made a shallow s-turn; unsure of where to go. The controller then yelled at me; 'never to turn around on an active runway.' when the yelling started; I was only in the process of making an 'south' type turn and not making a 180 degree turn. Contributing to this was my error in not making the judgement to ask for instructions. It was the first time in my life a controller has not provided prompt instructions to turn off the active runway. I feel that the controller waited on purpose in silence to see how I would react to the silence and then proceed to get very upset. As well; there was no other air traffic or ground traffic; therefore the controller's silence can not be blamed on being busy. The reason I did not ask the controller for instructions was fear on my part. From first contact with this controller; the controller was rude and very abrupt. In fact; the controller's voice was filled with hate from the very first radio call. The reputation of the controllers at owd is well known to many in the area and I was warned about their rudeness and abruptness by a local pilot friend from boston. This bad attitude makes visiting pilots not wanting to ask for help or clarification. Overall; I feel that this controller in general is not helpful and is waiting for pilots to make mistakes. This passive aggressive attitude is not conducive to safety.

Title: C182 PLT IS REBUKED BY OWD LCL CTLR WHEN DELAYING EXIT FROM LNDG WHILE AWAITING FURTHER ATC INSTRUCTIONS.

Narrative: I WAS FLYING ON AN IFR FLT PLAN FROM BANGOR; MAINE; TO OWD IN VFR CONDITIONS. I WAS CLRED TO LAND ON RWY 17. I LANDED AND ROLLED OUT JUST PAST AN EXIT AND WAITED AND WAITED FOR TAXI INSTRUCTIONS TO EXIT THE RWY. THE INSTRUCTIONS NEVER CAME AFTER MUCH DELAY. I THEN MADE A SHALLOW S-TURN; UNSURE OF WHERE TO GO. THE CTLR THEN YELLED AT ME; 'NEVER TO TURN AROUND ON AN ACTIVE RWY.' WHEN THE YELLING STARTED; I WAS ONLY IN THE PROCESS OF MAKING AN 'S' TYPE TURN AND NOT MAKING A 180 DEG TURN. CONTRIBUTING TO THIS WAS MY ERROR IN NOT MAKING THE JUDGEMENT TO ASK FOR INSTRUCTIONS. IT WAS THE FIRST TIME IN MY LIFE A CTLR HAS NOT PROVIDED PROMPT INSTRUCTIONS TO TURN OFF THE ACTIVE RWY. I FEEL THAT THE CTLR WAITED ON PURPOSE IN SILENCE TO SEE HOW I WOULD REACT TO THE SILENCE AND THEN PROCEED TO GET VERY UPSET. AS WELL; THERE WAS NO OTHER AIR TFC OR GND TFC; THEREFORE THE CTLR'S SILENCE CAN NOT BE BLAMED ON BEING BUSY. THE REASON I DID NOT ASK THE CTLR FOR INSTRUCTIONS WAS FEAR ON MY PART. FROM FIRST CONTACT WITH THIS CTLR; THE CTLR WAS RUDE AND VERY ABRUPT. IN FACT; THE CTLR'S VOICE WAS FILLED WITH HATE FROM THE VERY FIRST RADIO CALL. THE REPUTATION OF THE CTLRS AT OWD IS WELL KNOWN TO MANY IN THE AREA AND I WAS WARNED ABOUT THEIR RUDENESS AND ABRUPTNESS BY A LOCAL PLT FRIEND FROM BOSTON. THIS BAD ATTITUDE MAKES VISITING PLTS NOT WANTING TO ASK FOR HELP OR CLARIFICATION. OVERALL; I FEEL THAT THIS CTLR IN GENERAL IS NOT HELPFUL AND IS WAITING FOR PLTS TO MAKE MISTAKES. THIS PASSIVE AGGRESSIVE ATTITUDE IS NOT CONDUCIVE TO SAFETY.
