Narrative:

We were handed off from pvd approach to new york approach en route from ack to fok. Before we were able to establish radio contact with new york approach; we had to comply with an RA from another aircraft coming the opposite direction on V46 at our altitude. New york approach did not acknowledge the conflict. It was the closest conflict I have ever had.
