Air carrier X began a descent to comply with restr previously issued. I read the data block as level at FL310 so did not recognize a conflict. To correct the situation; additional care can be taken to accurately read data block.

Narrative: ACR X BEGAN A DSCNT TO COMPLY WITH RESTR PREVIOUSLY ISSUED. I READ THE DATA BLOCK AS LEVEL AT FL310 SO DID NOT RECOGNIZE A CONFLICT. TO CORRECT THE SITUATION; ADDITIONAL CARE CAN BE TAKEN TO ACCURATELY READ DATA BLOCK.
