Narrative:

During descent to rjaa; the approach controller announced 'microburst alert' for runway 16R with loss of airspeed of 37 KTS. At least 6 aircraft then asked for holding clrncs during which time some aircraft diverted to rjtt (including some air carrier X aircraft). It appears to me that rjaa does not have the proper ground equipment to measure microburst alert. They have no doppler system and thus cannot legally use this term when communicating to other aircraft. This will certainly cause further confusion in the future if they seemingly can use this phrase arbitrarily. Please clarify this for flight crews for future use.

Title: A B777 PLT RPTS RJAA USED THE TERM 'MICROBURST ALERT' INAPPROPRIATELY BECAUSE THE DETECTION EQUIP IS NOT INSTALLED.

Narrative: DURING DSCNT TO RJAA; THE APCH CTLR ANNOUNCED 'MICROBURST ALERT' FOR RWY 16R WITH LOSS OF AIRSPD OF 37 KTS. AT LEAST 6 ACFT THEN ASKED FOR HOLDING CLRNCS DURING WHICH TIME SOME ACFT DIVERTED TO RJTT (INCLUDING SOME ACR X ACFT). IT APPEARS TO ME THAT RJAA DOES NOT HAVE THE PROPER GND EQUIP TO MEASURE MICROBURST ALERT. THEY HAVE NO DOPPLER SYS AND THUS CANNOT LEGALLY USE THIS TERM WHEN COMMUNICATING TO OTHER ACFT. THIS WILL CERTAINLY CAUSE FURTHER CONFUSION IN THE FUTURE IF THEY SEEMINGLY CAN USE THIS PHRASE ARBITRARILY. PLEASE CLARIFY THIS FOR FLT CREWS FOR FUTURE USE.
