Narrative:

Aircraft #1 was level at 14000 ft en route to ric. Aircraft #2 was also at 14000 ft en route to crw. Aircraft #1 was wrong altitude for direction of flight and should have been given a different altitude. Conflict alert idented the problem and alerted the controller. Both aircraft were given altitude changes; but not in time to avoid an error.

Narrative: ACFT #1 WAS LEVEL AT 14000 FT ENRTE TO RIC. ACFT #2 WAS ALSO AT 14000 FT ENRTE TO CRW. ACFT #1 WAS WRONG ALT FOR DIRECTION OF FLT AND SHOULD HAVE BEEN GIVEN A DIFFERENT ALT.
