Narrative:

On several flts and in different aircraft; the hgr VOR has proved to be unreliable. The condition has been reported to ATC. The VOR has been unreliable for several months now. This NAVAID needs to be checked and repaired or taken out of service. When trying to track to/from the station; the radials wander and my VOR receiver looks like a windshield wiper. Maintenance has inspected several aircraft and the problem isn't in the aircraft. Callback conversation with reporter revealed the following information: pilot reported that he has flown 10-15 different aircraft into the hgr airport and they all respond the same to the facility irregularity. The crews at his air carrier are beginning to refuse the hgr VOR approach because of the unreliability.
