Narrative:
Arrived at aircraft. Noticed gear door open light (MD80). Checked outside; mechanics working on flap track inside left wheel well. No placards; notes; stickers; or breakers pulled in the cockpit. Nothing to prevent activating hydraulics. I followed procedure and checked outside; but there should be other safeguards to prevent someone from losing a limb or worse.

NOTHING TO PREVENT ACTIVATING HYDS. I FOLLOWED PROC AND CHKED OUTSIDE; BUT THERE SHOULD BE OTHER SAFEGUARDS TO PREVENT SOMEONE FROM LOSING A LIMB OR WORSE.
