Narrative:

We're having a developing problem with cpr jets departing VFR and requesting clrncs in the air. Many pilots have been urged to use this method by numerous controllers. In addition; many of these pilots are filing flight plans to busy airline hubs without filing a proper routing. I had one pop off yesterday that had filed direct mia. This just increases a controller's workload and if the pilot is to get a clearance; you have to rush to issue the routing. I had another one pop off; direct to a foreign destination; direct. I told him unable clearance as he climbed right through clt's arrival gate. I had yet another pop off direct bos -- direct. There was a ground delay. Unable clearance for 1+ hours. Pilots don't understand the workload this practice puts on controllers and then want to ask '20 questions' when you are unable to issue a clearance. If we don't have time to issue the clearance; we don't have time for '20 questions.' this practice should be discouraged and controllers should stop encouraging it.

Title: ZTL CTLR EXPRESSED CONCERN WITH INCREASING INSTANCES OF CTLR-ENCOURAGED; INFLT IFR FLT PLAN FILING.

Narrative: WE'RE HAVING A DEVELOPING PROB WITH CPR JETS DEPARTING VFR AND REQUESTING CLRNCS IN THE AIR. MANY PLTS HAVE BEEN URGED TO USE THIS METHOD BY NUMEROUS CTLRS. THIS JUST INCREASES A CTLR'S WORKLOAD AND IF THE PLT IS TO GET A CLRNC; YOU HAVE TO RUSH TO ISSUE THE ROUTING. I HAD ANOTHER ONE POP OFF; DIRECT TO A FOREIGN DEST; DIRECT. I TOLD HIM UNABLE CLRNC AS HE CLBED RIGHT THROUGH CLT'S ARR GATE. I HAD YET ANOTHER POP OFF DIRECT BOS -- DIRECT. THERE WAS A GND DELAY. UNABLE CLRNC FOR 1+ HRS. PLTS DON'T UNDERSTAND THE WORKLOAD THIS PRACTICE PUTS ON CTLRS AND THEN WANT TO ASK '20 QUESTIONS' WHEN YOU ARE UNABLE TO ISSUE A CLRNC. IF WE DON'T HAVE TIME TO ISSUE THE CLRNC; WE DON'T HAVE TIME FOR '20 QUESTIONS.' THIS PRACTICE SHOULD BE DISCOURAGED AND CTLRS SHOULD STOP ENCOURAGING IT.
