Narrative:
A runway inspection was in progress on runway 23R. A few mins had passed and when aircraft called ready; I checked for aircraft on final and off the end. I cleared aircraft for takeoff. Memory jogger was in place but overlooked. The end of the runway is 3 mi from the tower. I don't know when or where the vehicle exited the runway. He may have been on the runway; but well downfield when the C208 departed. The controller in charge said he saw the vehicle off; but I did a bad job.

Title: IND CTLR OVERLOOKED MEMORY JOGGER REGARDING VEHICLE ON THE RWY AND CLRED ACFT FOR DEP.

HE MAY HAVE BEEN ON THE RWY; BUT WELL DOWNFIELD WHEN THE C208 DEPARTED. THE CIC SAID HE SAW THE VEHICLE OFF; BUT I DID A BAD JOB.
