Narrative:
I was climbing in hazy conditions. The haze merged into a broken layer of clouds. I was flying around the clouds and was separated from them by less than VFR minimums. However; I was still flying primarily by reference to clouds and ground and not instruments. I noticed 2 military aircraft off my right wing. First with tis and then visually. They were 2 mi away. No danger of collision. I descended to return to VMC and continued my flight.

Title: PA28 PLT ON VFR FLT PLAN CLBS BRIEFLY INTO IMC BEFORE DSNDING OUT OF CLOUDS. LESS SEVERE ENCOUNTER WITH FLT OF 2 MILITARY ACFT OCCURRED DURING THE RECOVERY MANEUVER.

I DSNDED TO RETURN TO VMC AND CONTINUED MY FLT.
