Narrative:

I was climbing in hazy conditions. The haze merged into a broken layer of clouds. I was flying around the clouds and was separated from them by less than VFR minimums. However; I was still flying primarily by reference to clouds and ground and not instruments. I noticed 2 military aircraft off my right wing. First with tis and then visually. They were 2 mi away. No danger of collision. I descended to return to VMC and continued my flight.

Title: PA28 PLT ON VFR FLT PLAN CLBS BRIEFLY INTO IMC BEFORE DSNDING OUT OF CLOUDS. LESS SEVERE ENCOUNTER WITH FLT OF 2 MILITARY ACFT OCCURRED DURING THE RECOVERY MANEUVER.

HOWEVER; I WAS STILL FLYING PRIMARILY BY REF TO CLOUDS AND GND AND NOT INSTS. I NOTICED 2 MILITARY ACFT OFF MY R WING. FIRST WITH TIS AND THEN VISUALLY. THEY WERE 2 MI AWAY. NO DANGER OF COLLISION. I DSNDED TO RETURN TO VMC AND CONTINUED MY FLT.
