Narrative:

Flight X inbound to ZZZ1; aircraft X log #1 upon arrival: 'crew reports significant vibration in tail section on climb out at 280 KTS. Slowed to 260 degrees and vibration decreased. Meet and debrief crew upon arrival.' vibration troubleshooting maintenance tip 53-005 was pulled up. But if you follow the diagram for that particular problem; 'significant vibration in tail section on climb out at 280 KTS.' the diagram leads you to perform amm task 27-34-00-820-003-a; and amm task 27-34-00-200-002; which was not performed. The maintenance supervisor instructed me to get a lift truck and perform inspection of the tail section; rudder and elevators for any seals missing or damaged. Before I did that I climbed up and did a visual of the jackscrew and components up in the tail section for any discrepancies and I found none. I then got the lift truck and inspected the elevators and rudder for any damaged or missing seals as I was instructed to. I found no damaged seals or missing seals. The supervisor then proceeded to drive his truck to the fuselage of the airplane and then told me with his help to speed tape panel #197gb4 l-hand as he said he found a gap between the panel and fuselage of the aircraft. According to log; that panel 198GB r-hand had a seal replaced due to airframe vibration write-up. Log #1 on this aircraft is a tail section vibration; and in my opinion was signed off wrong. The procedure amm 27-34-00 should have been performed. Today; the aircraft is grounded in ZZZ2. The supervisor was in the office signing off log #1 aircraft X flight X inbound flight Y outbound to ZZZ2. I asked him don't put my file number on that write-up as I was not comfortable with the situation and hurriedness of it. He ignored me and entered it against my protest. I was not comfortable with the airworthiness or the safety of the aircraft.

BUT IF YOU FOLLOW THE DIAGRAM FOR THAT PARTICULAR PROB; 'SIGNIFICANT VIBRATION IN TAIL SECTION ON CLBOUT AT 280 KTS.' THE DIAGRAM LEADS YOU TO PERFORM AMM TASK 27-34-00-820-003-A; AND AMM TASK 27-34-00-200-002; WHICH WAS NOT PERFORMED. THE MAINT SUPVR INSTRUCTED ME TO GET A LIFT TRUCK AND PERFORM INSPECTION OF THE TAIL SECTION; RUDDER AND ELEVATORS FOR ANY SEALS MISSING OR DAMAGED. THE SUPVR THEN PROCEEDED TO DRIVE HIS TRUCK TO THE FUSELAGE OF THE AIRPLANE AND THEN TOLD ME WITH HIS HELP TO SPEED TAPE PANEL #197GB4 L-HAND AS HE SAID HE FOUND A GAP BTWN THE PANEL AND FUSELAGE OF THE ACFT. ACCORDING TO LOG; THAT PANEL 198GB R-HAND HAD A SEAL REPLACED DUE TO AIRFRAME VIBRATION WRITE-UP. LOG #1 ON THIS ACFT IS A TAIL SECTION VIBRATION; AND IN MY OPINION WAS SIGNED OFF WRONG. THE PROC AMM 27-34-00 SHOULD HAVE BEEN PERFORMED. TODAY; THE ACFT IS GNDED IN ZZZ2. THE SUPVR WAS IN THE OFFICE SIGNING OFF LOG #1 ACFT X FLT X INBOUND FLT Y OUTBOUND TO ZZZ2. I ASKED HIM DON'T PUT MY FILE NUMBER ON THAT WRITE-UP AS I WAS NOT COMFORTABLE WITH THE SIT AND HURRIEDNESS OF IT. HE IGNORED ME AND ENTERED IT AGAINST MY PROTEST. I WAS NOT COMFORTABLE WITH THE AIRWORTHINESS OR THE SAFETY OF THE ACFT.
