Narrative:

Crew called on the remote to talk to maintenance control. Maintenance control did not answer remote so crew called dispatch to get maintenance controller on the remote. I called maintenance control and the controller indicated he did not have time to talk to the crew. He had other aircraft with problems and he would get to them when he could. I asked if he was unwilling to talk to them and he indicated he was not unwilling; but did not intend to talk to them now; maybe later. He preferred to work through the mechanic; not the crew. This is not the first time I have had a problem getting this controller to talk to flight crews; either on the radio or on the phone. His response is; 'I don't want to talk to them.' I have a problem with this attitude since safe; efficient operations require that we all work together and good communication is of paramount importance. There is a growing problem with dispatch being unable to communicate with maintenance controllers since their phone lines are always busy.
