Narrative:
Flight X returned to the gate because of an inoperative spoiler. ZZZ1 maintenance isolated and deactivated the #1 spoiler. Takeoff and cruise were normal; as was the descent. On short final about 1300 ft MSL; we selected full flaps and the aircraft started a heavy vibration. We reselected flaps 3 degrees; selected the flaps 3 degrees landing GPWS override switch; and kept the current speed (which was about 160 KTS) and took the autothrottles off and the vibration was minimal. I elected to land and get the aircraft on the ground. Taxi in was uneventful. We contacted ZZZ2 operations and told them we needed to speak with a mechanic and were surprised to find 2 ZZZ1 mechanics who where there working on another aircraft. They studied the problem and found the #1 spoiler had floated causing our problem. They re-deactivated the spoiler. We kept the aircraft and had no further problems with spoiler for the next 3 flts.

Title: AN A320 ON FINAL AT 1300 FT WITH FULL FLAPS HAD EXCESSIVE VIBRATION. RESELECTED FLAPS TO FLAPS 3 DEGS; VIBRATION MINIMAL. FOUND #1 SPOILER DEACTIVATED IMPROPERLY.
Narrative: FLT X RETURNED TO THE GATE BECAUSE OF AN INOP SPOILER. ZZZ1 MAINT ISOLATED AND DEACTIVATED THE #1 SPOILER. TKOF AND CRUISE WERE NORMAL; AS WAS THE DSCNT. ON SHORT FINAL ABOUT 1300 FT MSL; WE SELECTED FULL FLAPS AND THE ACFT STARTED A HVY VIBRATION. WE RESELECTED FLAPS 3 DEGS; SELECTED THE FLAPS 3 DEGS LNDG GPWS OVERRIDE SWITCH; AND KEPT THE CURRENT SPD (WHICH WAS ABOUT 160 KTS) AND TOOK THE AUTOTHROTTLES OFF AND THE VIBRATION WAS MINIMAL. I ELECTED TO LAND AND GET THE ACFT ON THE GND. TAXI IN WAS UNEVENTFUL. WE CONTACTED ZZZ2 OPS AND TOLD THEM WE NEEDED TO SPEAK WITH A MECH AND WERE SURPRISED TO FIND 2 ZZZ1 MECHS WHO WHERE THERE WORKING ON ANOTHER ACFT.
