Narrative:

Takeoff from skcl uneventful. Cleared to FL380; report leaving FL240. Approaching FL180; received TA. Scanned for traffic; unable to locate. Seconds later; received RA. Captain responded appropriately and complied with RA. At that point; noted twin turboprop at FL190; straight and level; 800 ft above us in our flight path. Afterwards; ATC instructed to stop climb FL180 due to traffic; too little; too late. There were no communications with other traffic with ATC before or after event on the frequency; in spanish or english (first officer fluent in spanish). First officer notified ATC that we had the traffic in sight and no longer a factor. ATC then cleared our flight to continue climb.

Narrative: TKOF FROM SKCL UNEVENTFUL. CLRED TO FL380; RPT LEAVING FL240. APCHING FL180; RECEIVED TA. SCANNED FOR TFC; UNABLE TO LOCATE. SECONDS LATER; RECEIVED RA. CAPT RESPONDED APPROPRIATELY AND COMPLIED WITH RA. AT THAT POINT; NOTED TWIN TURBOPROP AT FL190; STRAIGHT AND LEVEL; 800 FT ABOVE US IN OUR FLT PATH. AFTERWARDS; ATC INSTRUCTED TO STOP CLB FL180 DUE TO TFC; TOO LITTLE; TOO LATE. THERE WERE NO COMS WITH OTHER TFC WITH ATC BEFORE OR AFTER EVENT ON THE FREQ; IN SPANISH OR ENGLISH (FO FLUENT IN SPANISH). FO NOTIFIED ATC THAT WE HAD THE TFC IN SIGHT AND NO LONGER A FACTOR. ATC THEN CLRED OUR FLT TO CONTINUE CLB.
