Narrative:

I was working our lcw position controling aircraft on runway 1L. Another controller was working lce position (runway 1R). A flight of 4; T6 texans requested overhead approach to runway 1R. The maneuver was authorized. After making their right break for runway 1R; the aircraft lined up for runway 1L. It was brought to the attention of both the lce controller and the controller in charge. The controller in charge told lce controller to send them around. The lce controller did not; and furthermore; allowed the flight to land on my runway. I had 1 aircraft on downwind that had to be extended beyond a normal flight pattern because of the mix-up.
