Narrative:

FAA safety inspector boarded aircraft. Moved jumpseat into position to find clip on cabin wall broken. After looking at clip for several mins to see what was wrong; we found a piece of silver duct tape (color matching the broken silver clip) with some faded writing on it. Writing read programmed apr/fri/05. A few problems arose from this. First we are not allowed to program items that are in the MEL manual; they must go on MEL. Second; we need to list programmed items in the logbook (no logbook item was found); instead of covering them up with tape which matches the color of the broken item. Third we need a procedure to make crew aware of programmed items; such as the ones in place for MEL items.

Title: AN EMB170 WAS INSPECTED BY AN FAA SAFETY INSPECTOR. FOUND CLIP ON COCKPIT WALL BROKEN WITH TAPE INDICATING ITEM WAS DEFERRED. FOUND NO RECORD IN LOGBOOK.

WRITING READ PROGRAMMED APR/FRI/05. A FEW PROBS AROSE FROM THIS. FIRST WE ARE NOT ALLOWED TO PROGRAM ITEMS THAT ARE IN THE MEL MANUAL; THEY MUST GO ON MEL. SECOND; WE NEED TO LIST PROGRAMMED ITEMS IN THE LOGBOOK (NO LOGBOOK ITEM WAS FOUND); INSTEAD OF COVERING THEM UP WITH TAPE WHICH MATCHES THE COLOR OF THE BROKEN ITEM. THIRD WE NEED A PROC TO MAKE CREW AWARE OF PROGRAMMED ITEMS; SUCH AS THE ONES IN PLACE FOR MEL ITEMS.
