Narrative:

Local control working both runways (19L/right). Controller cleared a BE36 for takeoff on runway 19L. Ground controller was back-taxiing an A319 on runway 19L. The BE36 pilot reported to the local control #1 controller that there is an aircraft taxiing on runway 19L (A319). Controller canceled takeoff clearance to the BE36; and taxied him off the runway. 1) local control #1 was briefed by the previous controller that he had both runways (his control). 2) ground controller said the previous controller released runway 19L to ground control for taxiing aircraft. 3) previous local control #1 controller stated that individual back-taxies were coordinated with ground controller. There was no coordination on landlines. Local control #1 controller stated he never saw the A319 because of a pole was blocking his sight. Ground controller taxied an aircraft to a closed runway. No separation was lost because the BE36 noticed the A319 on the runway. Recommendations: use landlines for all coordination between local control and ground control (memory aids are supplied). Coordinate every aircraft on local control #1 movement area. No confusion between relieving controllers.

Narrative: LCL CTL WORKING BOTH RWYS (19L/R). CTLR CLRED A BE36 FOR TKOF ON RWY 19L. GND CTLR WAS BACK-TAXIING AN A319 ON RWY 19L. THE BE36 PLT RPTED TO THE LCL CTL #1 CTLR THAT THERE IS AN ACFT TAXIING ON RWY 19L (A319). CTLR CANCELED TKOF CLRNC TO THE BE36; AND TAXIED HIM OFF THE RWY. 1) LCL CTL #1 WAS BRIEFED BY THE PREVIOUS CTLR THAT HE HAD BOTH RWYS (HIS CTL). 2) GND CTLR SAID THE PREVIOUS CTLR RELEASED RWY 19L TO GND CTL FOR TAXIING ACFT. 3) PREVIOUS LCL CTL #1 CTLR STATED THAT INDIVIDUAL BACK-TAXIES WERE COORDINATED WITH GND CTLR. THERE WAS NO COORD ON LANDLINES. LCL CTL #1 CTLR STATED HE NEVER SAW THE A319 BECAUSE OF A POLE WAS BLOCKING HIS SIGHT. GND CTLR TAXIED AN ACFT TO A CLOSED RWY.
