Narrative:

Load planning is for the birds! Departed MMMX on runway 23R. WX: wind variable 240/12 - 190/12; temperature 28; altitude 30.18. We waited for weights for several mins and had to delay our takeoff. When we finally received our weights at XA44 we were given a ZFW of 126.556. ACARS reported our off time at XA47. At XB06; 18 mins after takeoff we get an ACARS from clp with new weights. This time ZFW is 127;241; within 59 pounds of being illegal for the data we pulled on the runway...F2; bleeds off; tog 154.1. This crap is becoming the norm and must stop. It will eventually cause a crew to depart over weight or worse end-up in the weeds! Follow-up/additional comments to previously submitted report on this event. Due to the delay at the runway hold short waiting for our final weights; we slightly burned into our cleared fuel by about 200 pounds. Had we departed with cleared fuel or above; like is most often the case; we would have been illegal! Again; load planning sucks!

WHEN WE FINALLY RECEIVED OUR WTS AT XA44 WE WERE GIVEN A ZFW OF 126.556. ACARS RPTED OUR OFF TIME AT XA47. AT XB06; 18 MINS AFTER TKOF WE GET AN ACARS FROM CLP WITH NEW WTS. THIS TIME ZFW IS 127;241; WITHIN 59 LBS OF BEING ILLEGAL FOR THE DATA WE PULLED ON THE RWY...F2; BLEEDS OFF; TOG 154.1. THIS CRAP IS BECOMING THE NORM AND MUST STOP. IT WILL EVENTUALLY CAUSE A CREW TO DEPART OVER WT OR WORSE END-UP IN THE WEEDS! FOLLOW-UP/ADDITIONAL COMMENTS TO PREVIOUSLY SUBMITTED RPT ON THIS EVENT. DUE TO THE DELAY AT THE RWY HOLD SHORT WAITING FOR OUR FINAL WEIGHTS; WE SLIGHTLY BURNED INTO OUR CLRED FUEL BY ABOUT 200 LBS.
