Narrative:

En route to ZZZ2 from ZZZ; at 12000 ft; captain flying. The left engine dropped from about 83% torque to 10% torque. Before we could even begin the 'engine failure fire in-flight' checklist; the power came back to normal. As we were speaking to our maintenance control; the torque on same engine went to around 97%. At this point we decided to shut engine down and performed engine failure fire in-flight checklist; followed by single engine landing checklist. Declared emergency. I then advised the flight attendants of the situation and also made a PA to the passenger. We again tried to reach maintenance and flight control; but were unable. I called our operations at ZZZ2 to tell them to call flight control and that we'd be landing shortly. We finished all remaining checklists and landed uneventfully.

Title: AN ATR72 CREW SECURED AN ENG DISPLAYING SURGING TORQUE. ENG SHUTDOWN WAS PERFORMED AND AN EMER WAS DECLARED.

AT THIS POINT WE DECIDED TO SHUT ENG DOWN AND PERFORMED ENG FAILURE FIRE INFLT CHKLIST; FOLLOWED BY SINGLE ENG LNDG CHKLIST. DECLARED EMER. I THEN ADVISED THE FLT ATTENDANTS OF THE SIT AND ALSO MADE A PA TO THE PAX. WE AGAIN TRIED TO REACH MAINT AND FLT CTL; BUT WERE UNABLE. I CALLED OUR OPS AT ZZZ2 TO TELL THEM TO CALL FLT CTL AND THAT WE'D BE LNDG SHORTLY. WE FINISHED ALL REMAINING CHKLISTS AND LANDED UNEVENTFULLY.
