Narrative:

Got in to jfk at XA30. Got to the hotel at XC00. Was called by crew tracking at XC30 and told that since I had gone '30/7' I would be deadheading home on flight XXX on apr/mon/05 (the flight I would have worked) which had an XV50 pickup. At XL00 (XH00 body clock time); while on a scheduled 20 hour layover; crew tracking called and told me that a van would be downstairs in an hour to take me to a reassignment. I told them I wasn't ready to do the trip and to find someone else. I had gone to sleep at XH00 (XE00 body clock time). When I woke up 5 hours later; I discovered that I had been given a missed trip and had been taken off my scheduled deadhead. I called tracking to get back on my deadhead. They put me in touch with the duty chief pilot. I told him I had 3 hours of sleep. He told me that since I would have 9 hours behind the door; I should have taken the trip. He said if there was extenuating circumstances; like a fire alarm going off; that would be one thing; but if not; the missed trip would stick; and I'd have to find my own way back to base from new york. I feel that 3 hours of sleep; especially waking up at XH00 body clock time; is not conducive to a safe operation. However; since I've lost 5 hours of pay from this event; it is clear that management is coercing pilots to fly on unscheduled short rest creating an unsafe situation.

Title: PLT FOR MAJOR ACR IS DISCIPLINED WITH LOSS OF FLT PAY FOR REFUSING REASSIGNMENT DUE TO INSUFFICIENT REST. CREW SCHEDULING AWAKENED HIM DURING A SCHEDULED LAYOVER WHICH WOULD HAVE PROVIDED ADEQUATE REST HAD IT NOT BEEN INTERRUPTED.
