Narrative:

Captain PF. All checklists complete prior to incident. IFR descent to 2000 ft on 130 degree vector; saw 2 targets on TCASII at 11 O'clock position and 1 O'clock position. I verbalized in cockpit; 'looks like we might have a formation ahead.' 11 O'clock position target became less of a threat and 1 O'clock position traffic became more of a threat. I verbalized something like; 'I'm not liking this.' received TA. I clicked off autoplt and began to shallow descent. First officer looked for traffic. Received RA; 'descend; descend' followed quickly by 'climb; climb now.' I complied with RA. First officer visually acquired target at approximately 1 NM and said 'climb; keep climbing.' about this time ATC (sav approach control) called out traffic. First officer replied 'in sight; deviating.' first officer said we passed directly over target about 200 ft above. Our RA (+2) said we passed 200 ft above. After conflict; I reported to ATC; 'field in sight; that was really close.' we were cleared for the visual to runway 27 and made an uneventful landing. I later contacted the approach control supervisor who said he was there when it happened and reviewed the tape and said we were never closer than 500 ft and that we should have 'our box checked out.' perceptions: TCASII symbology is not sufficient; especially in the visual environment. Flight director should have RA commands integrated into it. The speed of this event (especially with reversing commands) was much faster than TCASII simulator training events.

I VERBALIZED SOMETHING LIKE; 'I'M NOT LIKING THIS.' RECEIVED TA. I CLICKED OFF AUTOPLT AND BEGAN TO SHALLOW DSCNT. FO LOOKED FOR TFC. RECEIVED RA; 'DSND; DSND' FOLLOWED QUICKLY BY 'CLB; CLB NOW.' I COMPLIED WITH RA. FO VISUALLY ACQUIRED TARGET AT APPROX 1 NM AND SAID 'CLB; KEEP CLBING.' ABOUT THIS TIME ATC (SAV APCH CTL) CALLED OUT TFC. FO REPLIED 'IN SIGHT; DEVIATING.' FO SAID WE PASSED DIRECTLY OVER TARGET ABOUT 200 FT ABOVE. OUR RA (+2) SAID WE PASSED 200 FT ABOVE. AFTER CONFLICT; I RPTED TO ATC; 'FIELD IN SIGHT; THAT WAS REALLY CLOSE.' WE WERE CLRED FOR THE VISUAL TO RWY 27 AND MADE AN UNEVENTFUL LNDG. I LATER CONTACTED THE APCH CTL SUPVR WHO SAID HE WAS THERE WHEN IT HAPPENED AND REVIEWED THE TAPE AND SAID WE WERE NEVER CLOSER THAN 500 FT AND THAT WE SHOULD HAVE 'OUR BOX CHKED OUT.' PERCEPTIONS: TCASII SYMBOLOGY IS NOT SUFFICIENT; ESPECIALLY IN THE VISUAL ENVIRONMENT. FLT DIRECTOR SHOULD HAVE RA COMMANDS INTEGRATED INTO IT. THE SPD OF THIS EVENT (ESPECIALLY WITH REVERSING COMMANDS) WAS MUCH FASTER THAN TCASII SIMULATOR TRAINING EVENTS.
