Narrative:

On approach into pwk; we were cleared for the visual to runway 16. Upon checking in with tower; we were asked to cancel our IFR and circle for runway 34. There was a little confusion as to where other traffic was at. We had been cleared for the visual but not to land; and cessna had been cleared to land. We were in right traffic and the cessna was in left traffic. We started our base as to keep us out of chicago's airspace on the base leg. Tower asked us to square to turn and slow. We were already at approach speed. We s-turned over final and turned back towards the airport. At this point; the aircraft was in no position to land. We were about to begin a go around when tower asked the cessna ahead to go around and make left traffic. As the cessna went around; he made an immediate left turn in front of us. A TA was issued from TCASII; but no RA due to proximity to ground. We were approximately 400-500 ft AGL. Tower seemed to lose situational awareness as they several times asked us to squawk VFR which we already were; and on departure of missed we were asked to make right traffic to runway 34 where on TCASII another aircraft was at safe altitude and 3-4 mi. We said 'unable right traffic' and were given left traffic. After landing and talking with tower; we were advised cessna was a student pilot practicing lndgs and were told this is a problem with tight airspace with VFR traffic flow with numerous jets and small airplanes.

Title: H25B CAPT DESCRIBES CLOSE CALL TFC PATTERN EVENT WITH CESSNA WHILE LNDG AT PWK.

Narrative: ON APCH INTO PWK; WE WERE CLRED FOR THE VISUAL TO RWY 16. UPON CHKING IN WITH TWR; WE WERE ASKED TO CANCEL OUR IFR AND CIRCLE FOR RWY 34. WE STARTED OUR BASE AS TO KEEP US OUT OF CHICAGO'S AIRSPACE ON THE BASE LEG. TWR ASKED US TO SQUARE TO TURN AND SLOW. WE WERE ALREADY AT APCH SPD. WE S-TURNED OVER FINAL AND TURNED BACK TOWARDS THE ARPT. AT THIS POINT; THE ACFT WAS IN NO POS TO LAND. WE WERE ABOUT TO BEGIN A GAR WHEN TWR ASKED THE CESSNA AHEAD TO GO AROUND AND MAKE L TFC. AS THE CESSNA WENT AROUND; HE MADE AN IMMEDIATE L TURN IN FRONT OF US. A TA WAS ISSUED FROM TCASII; BUT NO RA DUE TO PROX TO GND. WE WERE APPROX 400-500 FT AGL. AFTER LNDG AND TALKING WITH TWR; WE WERE ADVISED CESSNA WAS A STUDENT PLT PRACTICING LNDGS AND WERE TOLD THIS IS A PROB WITH TIGHT AIRSPACE WITH VFR TFC FLOW WITH NUMEROUS JETS AND SMALL AIRPLANES.
