Narrative:

I received a call from the captain of aircraft X at ZZZ. On his walkaround; he found 6 fasteners loose on the l-hand pack bay door. I entered an open log item. The FBO mechanic was called and I told him to re-secure the fasteners. After a while; the mechanic called back and said he was able to re-secure 5 of the 6 fasteners. I asked for the location of the fastener and it was the outboard aft corner one and it was missing. I looked up the amm reference 53-35-00-601 page 608; the panel number is #191KB. The flight in the meantime; while I was on the phone with the FBO mechanic; had pushed off the gate. I read the amm rapidly and made a carry forward cf item for the missing screw to be replaced in 10 cycles as per the amm. The item was X and send the crew a new maintenance release to their ACARS printer. In between my other calls; I went back and reviewed the item and I found that I had misinterped the amm and that the corner fasteners cannot be missing. The aircraft had taken off already. The amm states 1 fastener at every 4TH one can be missing if a minimum of 4 fasteners of the first fastener position are installed on all corner areas (count from the corner). When I quickly read it the first time; I counted from the missing fastener 4 fasteners forward and inboard were not missing and secured. When I realized the error; I had the item assigned at the next station. The fastener was replaced. I will contact our engineering department to request to clearly state in the amm that no corner fasteners are allowed to be missing as is stated for other panels in the same amm reference. I will also try to not feel rushed to complete the paperwork when the crew had already pushed back off the gate before they got their new maintenance release.

Title: AN A320 WAS DISPATCHED WITH THE L PACK DOOR MISSING 1 CORNER FASTENER. MANUAL ALLOWS MISSING FASTENERS; BUT NOT ON CORNER POS.

I ASKED FOR THE LOCATION OF THE FASTENER AND IT WAS THE OUTBOARD AFT CORNER ONE AND IT WAS MISSING. I LOOKED UP THE AMM REF 53-35-00-601 PAGE 608; THE PANEL NUMBER IS #191KB. THE FLT IN THE MEANTIME; WHILE I WAS ON THE PHONE WITH THE FBO MECH; HAD PUSHED OFF THE GATE. THE AMM STATES 1 FASTENER AT EVERY 4TH ONE CAN BE MISSING IF A MINIMUM OF 4 FASTENERS OF THE FIRST FASTENER POS ARE INSTALLED ON ALL CORNER AREAS (COUNT FROM THE CORNER). WHEN I QUICKLY READ IT THE FIRST TIME; I COUNTED FROM THE MISSING FASTENER 4 FASTENERS FORWARD AND INBOARD WERE NOT MISSING AND SECURED. WHEN I REALIZED THE ERROR; I HAD THE ITEM ASSIGNED AT THE NEXT STATION. THE FASTENER WAS REPLACED. I WILL CONTACT OUR ENGINEERING DEPT TO REQUEST TO CLEARLY STATE IN THE AMM THAT NO CORNER FASTENERS ARE ALLOWED TO BE MISSING AS IS STATED FOR OTHER PANELS IN THE SAME AMM REF. I WILL ALSO TRY TO NOT FEEL RUSHED TO COMPLETE THE PAPERWORK WHEN THE CREW HAD ALREADY PUSHED BACK OFF THE GATE BEFORE THEY GOT THEIR NEW MAINT RELEASE.
