Narrative:

I was working ground control/local control combined. I observed a vehicle on an active runway without permission. He closed a taxiway; went onto the runway and turned around. He drove off of the runway onto a crossing road after I asked his intentions. He asked to cross the runway. I approved the crossing and told him to call the tower;. Vehicles cross the runway at the same point numerous times throughout the day. There is a road around the runways and other ways around without them needing to cross an active runway. This has been an ongoing situation at day.

Title: DAY CTLR EXPRESSED FRUSTRATION REGARDING VEHICLE RWY XING OPS.

Narrative: I WAS WORKING GND CTL/LCL CTL COMBINED. I OBSERVED A VEHICLE ON AN ACTIVE RWY WITHOUT PERMISSION. HE CLOSED A TXWY; WENT ONTO THE RWY AND TURNED AROUND. HE DROVE OFF OF THE RWY ONTO A XING ROAD AFTER I ASKED HIS INTENTIONS. HE ASKED TO CROSS THE RWY. I APPROVED THE XING AND TOLD HIM TO CALL THE TWR;. VEHICLES CROSS THE RWY AT THE SAME POINT NUMEROUS TIMES THROUGHOUT THE DAY. THERE IS A ROAD AROUND THE RWYS AND OTHER WAYS AROUND WITHOUT THEM NEEDING TO CROSS AN ACTIVE RWY. THIS HAS BEEN AN ONGOING SIT AT DAY.
