Narrative:

While vectoring to the ILS for final approach; air carrier X was told to descend to 3000 ft while air carrier Y was assigned 4000 ft. Air carrier Y was vectored to the runway 36R localizer; but did not respond to the issued vector. Air carrier X was established on the runway 36L localizer; but was slow in descending. When air carrier Y did not respond to the issued vector; a loss of separation occurred A000 ft on the parallel locs.

Title: CVG APCH CTLR EXPERIENCED OPERROR AT 4000 FT WHEN ACR FAILED TO RESPOND TO VECTORS DURING PARALLEL APCH PROCS.

Narrative: WHILE VECTORING TO THE ILS FOR FINAL APCH; ACR X WAS TOLD TO DSND TO 3000 FT WHILE ACR Y WAS ASSIGNED 4000 FT. ACR Y WAS VECTORED TO THE RWY 36R LOC; BUT DID NOT RESPOND TO THE ISSUED VECTOR. ACR X WAS ESTABLISHED ON THE RWY 36L LOC; BUT WAS SLOW IN DSNDING. WHEN ACR Y DID NOT RESPOND TO THE ISSUED VECTOR; A LOSS OF SEPARATION OCCURRED A000 FT ON THE PARALLEL LOCS.
