Narrative:

Pensacola TRACON (P31) and pensacola tower (pns) LOA for runway 35 departures. Pns assigned heading 350 degrees; maintain 3000 ft to jet departures. I was working east radar at P31 and approved a cessna birddog to transition approximately 5 mi north of pns at 2500 ft VFR (through the departure corridor from east to west). Pns approved the request. I also had a VFR transitioning from west to east over the departure corridor at 3500 ft VFR. Approximately 2 mins after I apprequed the 2500 ft overflt; pns tower launched a CRJ7 off runway 35 climbing to 3000 ft. The birddog was still about 5 NM due north of pns; wbound at 2500 ft. I told the crj to expedite his climb to 3000 ft (I couldn't go any higher because of the 3500 ft overflt I had going eastbound) and turned the crj to heading 040 degrees. I was concerned that the turn and climb rates of the crj would not provide adequate separation; so I asked him to expedite his turn and climb for traffic. He was able to comply and missed the birddog by about 1/2 NM and 500 ft. P31 called pns ATCT about the situation and pns said they were sorry. They apparently forgot about the overflt they had just approved. This exact type of situation occurred earlier the same day; and there have been several instances of poor control judgement from the tower over the last 2 days.

I ALSO HAD A VFR TRANSITIONING FROM W TO E OVER THE DEP CORRIDOR AT 3500 FT VFR. APPROX 2 MINS AFTER I APPREQUED THE 2500 FT OVERFLT; PNS TWR LAUNCHED A CRJ7 OFF RWY 35 CLBING TO 3000 FT. THE BIRDDOG WAS STILL ABOUT 5 NM DUE N OF PNS; WBOUND AT 2500 FT. I TOLD THE CRJ TO EXPEDITE HIS CLB TO 3000 FT (I COULDN'T GO ANY HIGHER BECAUSE OF THE 3500 FT OVERFLT I HAD GOING EBOUND) AND TURNED THE CRJ TO HDG 040 DEGS. I WAS CONCERNED THAT THE TURN AND CLB RATES OF THE CRJ WOULD NOT PROVIDE ADEQUATE SEPARATION; SO I ASKED HIM TO EXPEDITE HIS TURN AND CLB FOR TFC. HE WAS ABLE TO COMPLY AND MISSED THE BIRDDOG BY ABOUT 1/2 NM AND 500 FT. P31 CALLED PNS ATCT ABOUT THE SIT AND PNS SAID THEY WERE SORRY. THEY APPARENTLY FORGOT ABOUT THE OVERFLT THEY HAD JUST APPROVED. THIS EXACT TYPE OF SIT OCCURRED EARLIER THE SAME DAY; AND THERE HAVE BEEN SEVERAL INSTANCES OF POOR CTL JUDGEMENT FROM THE TWR OVER THE LAST 2 DAYS.
