Narrative:
My sector was extremely busy complicated by the hou lrr scheduled outage. No traffic management initiatives were instituted at the time. In dealing with a near operational error as well as the extremely busy and complicated workload at the time; I failed to accept a handoff on aircraft #1 in a timely fashion and I90 was forced to 'spin' the aircraft for 1 turn.

Title: ZHU CTLR WAS UNABLE TO ACCEPT HDOF BECAUSE OF TFC VOLUME REQUIRING I90 CTLR TO INITIATE 360 DEG TURN TO 1 ACFT.
Narrative: MY SECTOR WAS EXTREMELY BUSY COMPLICATED BY THE HOU LRR SCHEDULED OUTAGE. NO TFC MGMNT INITIATIVES WERE INSTITUTED AT THE TIME.
