Narrative:

Aircraft X was on the ILS and told to expect landing clearance on a 3 mi final due to vehicles on runway. The ground controller had been exiting the runway based on inbound traffic without specific coordination to do so. The aircraft was the only arrival and I believed he knew about the aircraft. I became distraction by another aircraft in the pattern on the parallel runway. Aircraft X landing without clearance with a vehicle on the runway approximately 10000 ft between them. I did realize he was close; but could not see well out the window due to water streaks and condensation. I issued a go around and as I was saying; I saw aircraft X touch down. Contributing factors: 1) the ground controller was distraction by another controller who was getting ready to relieve him. 2) my coordination with ground was not proactive. 3) I; myself; was exhausted from a 9 hour shift. The event occurred 5 mins prior to its end. Supplemental information from acn 646332: I accepted a practice ILS clearance with 'expect landing clearance closer in.' conditions were day VFR with low traffic. Maintenance vehicles were on the threshold of runway 1L and I made an approach to runway 19R. Upon landing touchdown; I received a 'go around' command but I was already 3 wheels on the ground and power off. We both realized at the same time; tower operator and myself; that no 'cleared to land' had transpired. Fai runway is over 11000 ft long. I turned off at taxiway B and was no closer than 4000 ft from the vehicles.
