Narrative:

This report is regarding our flight operations at republic airport. I and my student filed an IFR flight plan from farmingdale to trenton. We were ready to copy our IFR clearance. We contacted the clearance delivery frequency on 128.25; without a response. Then we tried 125.70 (ny departure) with no result at all; so we decided to taxi the plane towards the run-up area close to the active runway 32. My student called on the frequency 118.80 that we were taxiing out from the ramp to the active runway. However; we did not hear anybody on that frequency so we proceeded taxiing the plane from the ramp using taxiway a swbound. I continued my taxi to the run up area next to runway 32. Then we tried again to contact clearance delivery and approach frequencys on 128.25 and 125.70 without any answer. The WX at farmingdale at that time was 3 mi visibility. We decided to take off and as soon as we reached 300 ft; we contacted new york approach and we asked for our clearance. The controller gave us a squawk code and a phone number to call when we land. We got our clearance and we proceeded with our flight. When we landed in trenton; I called the number as I was instructed. The person that attended the phone (new york TRACON) stated that we were not supposed to take off without clearance in IMC WX and I told her that I tried to call the above mentioned frequencys without any luck. I called departure frequency as soon as we took off.

THEN WE TRIED 125.70 (NY DEP) WITH NO RESULT AT ALL; SO WE DECIDED TO TAXI THE PLANE TOWARDS THE RUN-UP AREA CLOSE TO THE ACTIVE RWY 32. MY STUDENT CALLED ON THE FREQ 118.80 THAT WE WERE TAXIING OUT FROM THE RAMP TO THE ACTIVE RWY. HOWEVER; WE DID NOT HEAR ANYBODY ON THAT FREQ SO WE PROCEEDED TAXIING THE PLANE FROM THE RAMP USING TXWY A SWBOUND. I CONTINUED MY TAXI TO THE RUN UP AREA NEXT TO RWY 32. THEN WE TRIED AGAIN TO CONTACT CLRNC DELIVERY AND APCH FREQS ON 128.25 AND 125.70 WITHOUT ANY ANSWER. THE WX AT FARMINGDALE AT THAT TIME WAS 3 MI VISIBILITY. WE DECIDED TO TAKE OFF AND AS SOON AS WE REACHED 300 FT; WE CONTACTED NEW YORK APCH AND WE ASKED FOR OUR CLRNC. THE CTLR GAVE US A SQUAWK CODE AND A PHONE NUMBER TO CALL WHEN WE LAND. WE GOT OUR CLRNC AND WE PROCEEDED WITH OUR FLT. WHEN WE LANDED IN TRENTON; I CALLED THE NUMBER AS I WAS INSTRUCTED. THE PERSON THAT ATTENDED THE PHONE (NEW YORK TRACON) STATED THAT WE WERE NOT SUPPOSED TO TAKE OFF WITHOUT CLRNC IN IMC WX AND I TOLD HER THAT I TRIED TO CALL THE ABOVE MENTIONED FREQS WITHOUT ANY LUCK. I CALLED DEP FREQ AS SOON AS WE TOOK OFF.
