Narrative:
Radar controller was working moderate traffic. Air carrier X was descended to FL240. Radar controller descended air carrier Y to FL240 and put FL250 in data block. Air carrier Y descended to FL245 when radar controller verified air carrier Y's altitude. Pilot said 'just leveling FL240.' controller then climbed air carrier Y to FL250 to regain separation.
