Narrative:

Cleared to take runway at ZZZ. The first officer completed top half of line-up checks. Cleared for takeoff. Completed line-up checks. Captain pushed thrust levers forward and first officer set thrust. Reached 100 KTS. The call was made. First officer called 'V1' and 'rotate.' I was getting ready to call V2 when the thrust lever came back to idle. I rechecked gauges to make sure I didn't miss something and asked what happened. The captain said the stick wouldn't come back and he had tried to rotate twice. I made the abort call to tower. We cleared the runway. I completed the after landing check. Uneventful taxi back to the gate. Supplemental information from acn 642826: takeoff roll was normal until reaching vr. Captain attempted to rotate; control column would not move aft. Callback conversation with reporter acn 645037 revealed the following information: the first officer noted that the cause for the inability to move the control column aft was a stuck autoplt servo on the right horizontal elevator. He stated that the autoplt selector was off in the cockpit; and that there was no takeoff configuration warning.

CALLBACK CONVERSATION WITH RPTR ACN 645037 REVEALED THE FOLLOWING INFO: THE FO NOTED THAT THE CAUSE FOR THE INABILITY TO MOVE THE CTL COLUMN AFT WAS A STUCK AUTOPLT SERVO ON THE R HORIZONTAL ELEVATOR. HE STATED THAT THE AUTOPLT SELECTOR WAS OFF IN THE COCKPIT; AND THAT THERE WAS NO TKOF CONFIGURATION WARNING.
