Narrative:

As we were taxiing for takeoff at ZZZ, both right tires and outer wheels fell off the airplane. Apparently the wheels were not assembled properly and the outer restraining rings separated causing the tires and outer wheels to leave the airplane. The airplane rolled to a stop on the rims. We thought we had blown a tire, but the B737 behind us informed us that the wheels fell off. I attempted to reach the FSDO for the next 3 days, and finally they called me back in the morning. Callback conversation with reporter revealed the following information: the reporter stated the airplane was heavy and while taxiing for takeoff at a slow rate, a B737 following reported the right main gear inboard and outboard wheels fell off. Airplane was rolling on the remaining wheel rims. Investigation has indicated the wheel retaining nuts were not properly torqued during the tire and wheel buildup by the vendor.

Title: A HAWKER 800XP WHILE TAXIING FOR TKOF WAS ADVISED BY A FOLLOWING B737 THAT THE R MAIN LNDG GEAR INBOARD AND OUTBOARD WHEELS FELL OFF.

Narrative: AS WE WERE TAXIING FOR TKOF AT ZZZ, BOTH R TIRES AND OUTER WHEELS FELL OFF THE AIRPLANE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE AIRPLANE WAS HVY AND WHILE TAXIING FOR TKOF AT A SLOW RATE, A B737 FOLLOWING RPTED THE R MAIN GEAR INBOARD AND OUTBOARD WHEELS FELL OFF. AIRPLANE WAS ROLLING ON THE REMAINING WHEEL RIMS. INVESTIGATION HAS INDICATED THE WHEEL RETAINING NUTS WERE NOT PROPERLY TORQUED DURING THE TIRE AND WHEEL BUILDUP BY THE VENDOR.
