Narrative:

Aircraft X was in ZZZ for maintenance on #1 engine outboard cowling. Engineering authority/authorized was accomplished. The item was signed off and time controled long term deferred item for the cowling modification to be repaired within 350 flight hours in order to allow the aircraft to fly until the next heavy maintenance visit. Apparently it was not made clear that this was a temporary repair. The aircraft was and is airworthy. The time controled long term deferred item conditional paperwork deferral is the issue.

Title: A B737-200 #1 ENG COWLING HAD AN INTERIM REPAIR ACCOMPLISHED PER ENGINEERING APPROVAL. DEFERRED ITEM FOR PERMANENT REPAIR 350 HRS.

Narrative: ACFT X WAS IN ZZZ FOR MAINT ON #1 ENG OUTBOARD COWLING. ENGINEERING AUTH WAS ACCOMPLISHED. THE ITEM WAS SIGNED OFF AND TIME CTLED LONG TERM DEFERRED ITEM FOR THE COWLING MODIFICATION TO BE REPAIRED WITHIN 350 FLT HRS IN ORDER TO ALLOW THE ACFT TO FLY UNTIL THE NEXT HVY MAINT VISIT. APPARENTLY IT WAS NOT MADE CLR THAT THIS WAS A TEMPORARY REPAIR. THE ACFT WAS AND IS AIRWORTHY. THE TIME CTLED LONG TERM DEFERRED ITEM CONDITIONAL PAPERWORK DEFERRAL IS THE ISSUE.
