Narrative:
Upon trying to clarify landing clearance runway 7R at XXX at 300 ft, tower was confused and told us no. At the same time, another company aircraft had taken off on runway 7L. They were giving a directed heading to turn in front of us, had to see and avoid, this caused us to deviate from the published missed approach procedures.

Title: SF24 ON SHORT FINAL FOR RWY 7R AT LAX IS TOLD NO BY ATC, INITIATES GAR AND HAD TO AVOID TFC THAT JUST DEPARTED RWY 7L.
Narrative: UPON TRYING TO CLARIFY LNDG CLRNC RWY 7R AT XXX AT 300 FT, TWR WAS CONFUSED AND TOLD US NO. AT THE SAME TIME, ANOTHER COMPANY ACFT HAD TAKEN OFF ON RWY 7L. THEY WERE GIVING A DIRECTED HDG TO TURN IN FRONT OF US, HAD TO SEE AND AVOID, THIS CAUSED US TO DEVIATE FROM THE PUBLISHED MISSED APCH PROCS.
