Air carrier X landing runway 35, air carrier Y under tow crossing runway 35 at taxiway K. Observed tow clearing runway 35. Cleared air carrier X to land runway 35. Air carrier Y stopped. Tow operator held short of taxiway D instead of holding short of runway 8 on taxiway D. Amass alerted, air carrier X went around.
