ATC tower personnel do not have control of approach lights and do not have a monitor panel for approach lights. Also, the runway lights and approach lights are controled by pilot control on the unicom frequency 122.7, which also controls the runway lighting at the nearby clemson airport. Also, the monitor panel for the ILS runway 5 system is in the fire department bldg instead of the control tower. These are unsafe sits that could cause an aircraft accident during low ceilings and low visibility. These sits can easily be rectified by moving the ILS monitors to the control tower. The approach lights and runway lights can simply be fixed so that controllers can turn them on and off from the control tower. The pilot control runway and approach lighting can simply be fixed by getting new crystals for the frequency 133.32, which is the CTAF frequency for the donaldson center airport. Callback conversation with reporter revealed the following information: the reporter said the runway and approach lighting is frequency controled and that the frequency is shared with nearby clemson airport. He said light settings are changed causing confusion when pilots self announce position and make traffic reports.

Title: TWR CTLRS AT GYH ARPT RPT THEY ARE UNABLE TO CTL RWY AND APCH LIGHTING THAT SHARES A UNICOM FREQ WITH NEARBY CLEMSON ARPT. IT IS RPTED THAT THE ILS MONITORING PANEL IS NOT LOCATED IN THE TWR.
Narrative: ATC TWR PERSONNEL DO NOT HAVE CTL OF APCH LIGHTS AND DO NOT HAVE A MONITOR PANEL FOR APCH LIGHTS. ALSO, THE RWY LIGHTS AND APCH LIGHTS ARE CTLED BY PLT CTL ON THE UNICOM FREQ 122.7, WHICH ALSO CTLS THE RWY LIGHTING AT THE NEARBY CLEMSON ARPT. ALSO, THE MONITOR PANEL FOR THE ILS RWY 5 SYSTEM IS IN THE FIRE DEPT BLDG INSTEAD OF THE CTL TWR. THESE ARE UNSAFE SITS THAT COULD CAUSE AN ACFT ACCIDENT DURING LOW CEILINGS AND LOW VISIBILITY. THESE SITS CAN EASILY BE RECTIFIED BY MOVING THE ILS MONITORS TO THE CTL TWR. THE APCH LIGHTS AND RWY LIGHTS CAN SIMPLY BE FIXED SO THAT CTLRS CAN TURN THEM ON AND OFF FROM THE CTL TWR.
