Narrative:

While taxiing out for departure at ZZZ, the right engine was started with all normal indications. We were cleared on the runway for takeoff. While accelerating the engine to taxi on the runway, the right engine did not accelerate off of idle. There was another aircraft on final so we cleared the runway to troubleshoot the problem. Based on the past experience of the MD80, I shut the engine down and restarted it. The start was again normal and it now accelerated normally. Takeoff was made with no further problems. Upon arriving at ZZZ1, I called maintenance controller and told them what I had done. They told me to write it up so that they would have documentation and ZZZ1 maintenance would take care of it if anything further was needed. In retrospect, I would have called maintenance after I cleared the runway and let them make the decisions. Callback conversation with reporter revealed the following information: reporter stated the pratt and whitney JT8D-219 engine has had the bleed valve sticking open problem long enough for most crew to understand the procedure for recovery. Shutdown and restart!

Title: AN MD80 ON ACCELERATING FOR TKOF, THE R ENG WOULD NOT COME OFF OF IDLE. SHUTDOWN ENG AND RESTARTED, ACCELERATION NORMAL.

Narrative: WHILE TAXIING OUT FOR DEP AT ZZZ, THE R ENG WAS STARTED WITH ALL NORMAL INDICATIONS. WE WERE CLRED ON THE RWY FOR TKOF. WHILE ACCELERATING THE ENG TO TAXI ON THE RWY, THE R ENG DID NOT ACCELERATE OFF OF IDLE. THERE WAS ANOTHER ACFT ON FINAL SO WE CLRED THE RWY TO TROUBLESHOOT THE PROB. BASED ON THE PAST EXPERIENCE OF THE MD80, I SHUT THE ENG DOWN AND RESTARTED IT. THE START WAS AGAIN NORMAL AND IT NOW ACCELERATED NORMALLY. TKOF WAS MADE WITH NO FURTHER PROBS. UPON ARRIVING AT ZZZ1, I CALLED MAINT CTLR AND TOLD THEM WHAT I HAD DONE. THEY TOLD ME TO WRITE IT UP SO THAT THEY WOULD HAVE DOCUMENTATION AND ZZZ1 MAINT WOULD TAKE CARE OF IT IF ANYTHING FURTHER WAS NEEDED. IN RETROSPECT, I WOULD HAVE CALLED MAINT AFTER I CLRED THE RWY AND LET THEM MAKE THE DECISIONS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE PRATT AND WHITNEY JT8D-219 ENG HAS HAD THE BLEED VALVE STICKING OPEN PROB LONG ENOUGH FOR MOST CREW TO UNDERSTAND THE PROC FOR RECOVERY. SHUTDOWN AND RESTART!
