Narrative:
While taxiing on ramp to deice via the prescribed routing, aircraft right winglet contacted an improperly parked commuter jet on its rudder's trailing edge. Upon inspection, top static wick on right winglet was missing. Returned to gate for maintenance inspection. Made appropriate entry in logbook.

Title: AN A319'S WINGLET CONTACTED AN ERJ145'S RUDDER DURING TAXI TO DEICE.
Narrative: WHILE TAXIING ON RAMP TO DEICE VIA THE PRESCRIBED ROUTING, ACFT R WINGLET CONTACTED AN IMPROPERLY PARKED COMMUTER JET ON ITS RUDDER'S TRAILING EDGE. UPON INSPECTION, TOP STATIC WICK ON R WINGLET WAS MISSING. RETURNED TO GATE FOR MAINT INSPECTION. MADE APPROPRIATE ENTRY IN LOGBOOK.
