BE30 originally ftx. J80. Pia. Cleared aircraft X direct pia to keep him clear of phl departure route and to give a short cut. Aircraft X cleared to 17000 ft and handed off to R73 (132.87). CRJ2 handoff accepted at 13000 ft and climbed to 17000 ft. Handed off to R73 on ptw 320 degree radial, intercept J64 (132.87). CRJ2 kept flying north of course into the path of BE30. 132.87 had a stuck microphone and the controller at R73 was unable to correct CRJ2's flight path until separation was lost.
