Narrative:

On vectors to ZZZ, the first officer noticed brake fluid on his floor. We went through the main wheel brake failure checklist, then we declared an emergency and landed. We still had brakes and made an uneventful landing. Callback conversation with reporter revealed the following information: the reporter said this model C560XL was an early model that had brake actuating cylinders mounted on the rudder pedals. A brake hydraulic line was found leaking on the first officer's floor. The landing was uneventful and the brakes operated normally on rollout and taxi.
