Narrative:

Aircraft checked on frequency, asked for GPS runway 31 approach to hbg. Issued non-specific approach clearance. Aircraft cleared from center frequency while approximately 10 mi north of R4401. Aircraft proceeded into R4401. Learned after the fact, GPS 31 to hbg is almost totally in R4401. Controllers were not briefed on the new approach. This area is active almost continuously every day. Only indication is a note on the approach plate, stating approach is not available when R4401 is active. This approach should have never been approved due to the amount of use of R4401.

LEARNED AFTER THE FACT, GPS 31 TO HBG IS ALMOST TOTALLY IN R4401. CTLRS WERE NOT BRIEFED ON THE NEW APCH. THIS AREA IS ACTIVE ALMOST CONTINUOUSLY EVERY DAY. ONLY INDICATION IS A NOTE ON THE APCH PLATE, STATING APCH IS NOT AVAILABLE WHEN R4401 IS ACTIVE. THIS APCH SHOULD HAVE NEVER BEEN APPROVED DUE TO THE AMOUNT OF USE OF R4401.
